Cindy Andrew and Scott Bradford of the Village Initiative presented a brief history of their organization to Council.

B. Hutchins, Director of Corporate Services, gave a brief statement of the background of why the tree bylaw was bring reintroduced.

W. Hobbs, 3442 Luxton Rd, re: item 9.5 - Asked the Director of Engineering if the Ministry of Fisheries and Oceans has signed off on the project. re: item 10.1 - asked a question regarding permits.

M. Mahovlich, Director of Engineering and Public Works, responded that The City of Langford applies to all necessary Ministries for notification of a project.

M. Baldwin, Director of Planning and Subdivision, responded that developers must apply for all permits required.

M. Baldwin, Director of Planning and Subdivision responded explaining the amount of greenspace that is donated.

J. Bradley, 2638 Alderglen Pl, re: items 10.2 & 10.3 - Expressed support for the bylaws.

Deana, Langford Parkway, re: items 10.2 & 10.3 - They asked questions regarding cash in lieu practice for greenspace.

M. Baldwin, Director of Planning and Subdivision, responded by explaining the practice, cash in lieu for greenspace by the previous Council.

N. Johal, 3274 Walfred Pl, - They asked a question regarding cash in lieu practice.

M. Baldwin, Director of Planning and Subdivision, responded that it is not cash in lieu but as amenities.

M. Wignall, 3442 Selwyn Rd, - Requested that a tree management policy be holistic.

    THAT Council:

    1. Issue a Development Variance Permit for the property at 2321 and 2323 Belair Road with the following variance:

       

      1. That Section 6.20.07(1)(d) of Zoning Bylaw No. 300 be varied to reduce the interior lot line setback of a building or structure from the required 1.5 m to 1.2 m.
      2. Subject to the condition that this variance only shall apply to the buildings and structures in existence at the date of this variance.

    THAT Council:

    1. Direct staff to provide public notification that Council will consider issuing a Development Variance Permit for the property at 2788/2792 Winster Road and 674 Atkins Avenue to vary Sec. 3.21.03(3) of Zoning Bylaw No. 300 by increasing the maximum permitted height of a fence abutting a highway from 1.2m (3.9 ft) to 3.5 m (11.5 ft) subject to the following conditions:

       

    2. THAT the City direct the Parks Department to look for ways to soften the visual impact of the fencing by installing some form of landscaping on the road side of this fence.

       

    AND

    1. THAT Council direct staff to bring forward a bylaw to amend Part 3 of Zoning Bylaw No. 300 to exclude emergency services (RCMP, Fire, Ambulance), schools and daycares from the fence height requirements of Sec. 3.21.03.

    Direct staff to issue a Request for Proposal (RFP) outlining specific action items to be included in an overarching urban forest management plan including full public consultation and costing analysis;

    Authorize staff to use funds from the Local Government Climate Action Program (“LGCAP”) to pay for the consulting work;

    THAT Council direct staff to tender the signalized intersection construction on Latoria Road at Klahanie Road in early 2023 and that Council approve the inclusion of this project within the 2023 Capital Plan in the 2023-2027 Five Year Financial Plan to be funded by Road DCCs.
